An appeals court dealt a major blow to President Barack Obama’s executive action to delay deportation of more than 4 million undocumented immigrants a year after it was issued, effectively upholding a preliminary injunction which was filed by 25 states and was granted in February to block implementation of the measure.
In its decision, released last Tuesday, November 10, the Fifth Circuit Court of Appeals, led by Circuit Judge Jerry Smith, held that the President’s initiative, called the Deferred Action for Parents of Americans and Lawful Permanent Residents (DAPA), “affects the states’ ‘quasi-sovereign’ interests by imposing substantial pressure on them to change their laws, which provide for issuing drivers’ licenses to some aliens and subsidizing those licenses.”
